Interest Based Bargaining
In 2015, the District contacted the Washington State Public Employment Relations Commission (PERC) seeking a more collaborative approach to upcoming contact negotiations. A PERC facilitator recommended the Interest Based Bargaining (IBB) approach. The Bargaining Team agreed to learn and apply this new approach to contract negotiations which other organizations with public employee groups have used successfully. A PERC facilitator worked with the Bargaining Team, guiding the group through two full-day training sessions in advance of negotiations, and then continued to support the process to successfully reach agreement on a three-year SVEA contract that is in effective September 1, 2016 through August 31, 2019 (with a 2018 re-opener planned regarding competitive compensation).
