Professional Development Guidelines and Requirements
The District is an approved Clock Hour Provider in Washington State and must comply with the laws and regulations governing the awarding of clock hours. These guidelines are to assist SVSD administrators, coaches, and teacher leaders when establishing professional development opportunities, to ensure compliance with WAC 181-85-200, relating to in-service education approval standards. In addition, these guidelines will assist in streamlining and ensuring consistency in the complete process, from the design of the in-service opportunity, to awarding of clock hours.
Deadlines for data cleanup and reporting employee clock hours to Personnel for salary advancement each fall, necessitate the following:
- All August in-service must be completed by August 31
- (No-multi-session in-service spanning August to September).
- Avoid in-service dates in June.
- Because of the difficulties with employee attendance verification for multi-session in-service, limit the number of sessions to 8 (exception to this are the Building Directed Days), and complete all sessions by May 31. If you are offering a course with more than 8 sessions, please consider breaking it into two courses, i.e. Tech Tools I and Tech Tools II.
- Sign in sheets are required, and must be initialed by each employee at each in-service session

Procedures for Course Set Up, Registration, and Clock Hour Approval
1. Fill out the Proposal for Clock Hour Approval & Course Setup form, which requires a detailed agenda and goals for the PD offering

- Trauma Informed Practices
- General
- Educational Leadership
2. Allow for two weeks advance notice for final course approval, entry into Frontline Professional Growth and participant registration.
3. All instructors are expected to create time at the beginning of the agenda for participants to register. Instructors are responsible to remind participants to register in Frontline Professional Growth. Clock hours are awarded only to participants who register in Frontline Professional Growth.
4. Instructors should complete attendance and send to Krysta Goe as soon as the class is completed. Once the attendance has been entered participants can access the online evaluation in Frontline Professional Growth.
5. Signed attendance sheets need to be submitted to Teaching & Learning immediately following the class or after the last session of a series, so that clock hours for registered participants can be released to Human Resources. Provide a sign in sheet to Krysta Goe upon completion of the class.
Requirements for Granting Clock Hours

Only “professional development” activities can be awarded Clock Hours. The regulations specifically prohibit awarding Clock Hours for:

Routine staff meetings to discuss operational or administrative policies and procedures.

Social hours or actual mealtimes (unless this time is spent in professional development activities, such as listening to a presenter).

Before Clock Hours can be approved for Professional Development, the following standards must be met:

A statement of the intended outcomes of the course and specifies the topics to be covered

The dates and times for each session, with start and end times, breaks, and mealtimes show
